BILL SUMMARY: SB 907 would, upon a specified determination by
the Department of Finance, establish the Office of Federal
Funding Information and Assistance within the Office of Planning
and Research to increase the capacity of eligible entities in
this state to successfully apply for federal funds. This bill
would require the Office of Federal Funding Information and
Assistance to submit an annual report on its activities and
authorize it to seek federal funding, charge reasonable fees,
and enter into specified partnerships to provide for the costs
of performing its duties.

STAFF COMMENTS: This bill meets the criteria for referral to the
Suspense File.
This office shall do all of the following:
Track availability and success rates of obtaining federal
funding in the state.
Create and maintain a Web site of federal funding opportunities,
resources, and technical information.
Create and maintain an electronic mail list of persons and
entities that want information on federal funding opportunities.
Provide a monthly newsletter and email alert notification
process to announce new programs and grant opportunities.
Provide technical assistance by conducting workshops, online
seminars, and conferences.
Engage is any other activity, as deemed appropriate and
necessary, to increase the capacity of eligible entities in
California to successfully apply for federal funds.
The cost to establish this office is unknown and will depend in
large part on the success of the office in obtaining private,
federal, or state special funds. This analysis estimates that
at a minimum, this office would require two full time staff and
a half time support staff to perform the functions noted above.
As funding increased, the office could undertake additional
duties which would likely focus on expanding its technical
assistance activities.
