DIGEST : This bill appropriates $1,224,892.14 from the
General Fund to the Victim Compensation and Government
Claims Board (Board) to pay claims accepted by the Board.

Assembly Amendments increase the appropriation by
$596,056.54 to pay 81 more claims.
ANALYSIS : The State Board of Control was established in
1945. It was revised and renamed the California Victim
Compensation and Government Claims Board by AB 2491
(Jackson), Chapter 1016, Statutes of 2000. Section 13928
of the Government Code requires the Board to ensure that
all claims which have been approved by the Board, and for
which there exists no legally available appropriation, are
submitted for legislative approval at least twice during
each calendar year.
The 15 claims over $10,000 - from $10,000 to $393,810 -
account for 73 percent of the costs of this bill; the
remaining claims average $1,203. Virtually all of the
claims (98 percent) are in two categories: (1) stale-dated
warrants (expired state checks) - 280 claims for $765,478,
and (2) unredeemed bonds - five claims for $15,328.

Appropriates $1,224,892 from the General Fund.
Appropriates, pursuant to current law, an additional 15
percent surcharge on the amount of each claim (excluding
stale-dated warrants) to pay for the Board's administrative
costs. This surcharge is $68,912.
