                                 SUBJECT OF BILL  
          
          Veterans' Homes: yearly fiscal estimate package.
                                         
                                  PROPOSED LAW  
          
          Requires the California Department of Veterans' Affairs  
          (CDVA) to provide veterans' homes fiscal estimate packages  
          to "legislative representatives" who have homes in their  
          districts. 

                           EXISTING LAW AND BACKGROUND
                                         
          Existing law (MVC 69.9) requires CDVA to provide a "fiscal  
          estimate package" to fiscal committees in both legislative  
          houses by January 10 of each year.  An updated fiscal  
          estimate package is required by May 15 of each year.

          The fiscal estimate package is "the anticipated budget year  
          costs of carrying out the current year's level of service  
          as authorized by the Legislature for the state veterans  
          homes."

                                     COMMENT
                                         
             1.   Enrolling and engrossing is recommending some  
               punctuation changes.

             2.   This bill makes sure that legislators with a  
               veterans' home in their districts will get the same  
               reports as the budget committee.  This is not a new  
               report; so, the cost of making and delivering extra  
               copies of this report should be minimal.  










             3.   While current law already requires that the report  
               go to the fiscal committees in both houses, also  
               requiring that the report go specifically to  
               legislators that have a veterans home in their  
               district seems a reasonable addition

             4.   This is new bill.  There are no previous votes.
