BILL SUMMARY: SB 951 would extend the Mobilehome Park
Maintenance Inspection (MPMI) Program and the $4 fee imposed on
mobilehome park owners to support the program from January 1,
2012 until January 1, 2017. This bill would also require the
Department of Housing and Community Development (HCD) to report
additional information about the operation of the program in
their semiannual report, as specified.

STAFF COMMENTS:
Under existing law, the Mobilehome Parks Act requires HCD or a
local enforcement agency to inspect mobilehome parks that have
had the most serious history of health and safety code
violations, or complaints regarding these violations, with a
goal of inspecting five percent of the parks each year. HCD or
a local enforcement agency collects a per- space fee of $4
annually from mobilehome park owners to fund the program. A
park owner may charge half of that amount to individual
mobilehome owners. The MPMI program is scheduled to sunset on
January 1, 2012. Existing law also requires HCD to convene a
semiannual task force comprised of specified mobilehome groups
and legislative representatives to provide input on the conduct
and operation of the inspection program. HCD reports that tens
of thousands of health and safety code violations have been
cited and remedied since 1991.
SB 951 would extend the operation of the MPMI program and the
related $4 annual fee for an additional five years, from January
1, 2012 to January 1, 2017. This bill would also require HCD to
submit additional information to the task force on violations
issued to mobilehome owners and park owners, and recommendations
for statutory or administrative changes to the program to the
task force in a semiannual written report.
HCD indicates that the inspection program has exceeded the goal
of inspecting at least five percent of the parks in recent
years, which suggests that the $4 fee is currently adequate to
cover MPMI program costs.
Staff notes that AB 1964 (Torres), which is pending before the
Assembly Appropriations Committee, would extend the MPMI program
until January 1, 2019.
