To the Members of the California State Senate:

I am returning Senate Bill 957 without my signature.

I am concerned that this bill could limit choices students or
eliminate the possibility of an award for lower income students,
simply because the occupational areas that they have chosen to pursue
was not deemed a priority by the state.

For these reasons, I am unable to sign this bill.
