To the Members of the California State Senate:
I am returning Senate Bill 961 without my signature.   This measure
is almost identical to a bill that I vetoed last year.  My concern
about adding costs to our increasingly expensive health insurance
premiums have not been addressed.  This bill is also unnecessary in
light of the provisions of the federal health reform act that will
take effect on January 1, 2014 and cap out-of-pocket costs for both
individuals and families.
For these reasons, I am unable to sign this bill.
