BILL SUMMARY: SB 973 would create a new parole reentry program

law enforcement and service agencies, provide specified services

STAFF COMMENTS: This bill meets the criteria for referral to the
Suspense File.
This bill creates a new parole reentry pilot program in the city
or county of San Bernardino, which would provide parolees with
various services including a day reporting center, transitional
housing, educational services, and job services. The bill
requires that the Department of Corrections and Rehabilitation
(CDCR) maintain specified statistical information.
The exact cost of the bill will be determined by the scope and
extent of services provided. It is unclear how many new parolees
would be served by this program, and whether it would be
required as a condition of parole for some or all of the
participants. The existing day reporting center in San
Bernardino (which provides some of the services outlined in this
bill) is funded by a CDCR contract of $1.2 million General Fund
per fiscal year. The program proposed by this bill would likely
result in a comparable contract, which does not include CDCR
staff oversight costs.
To the extent the reentry program successfully reduces
recidivism and/or dependence on state social services programs,
the state will realize cost savings. The amount of state savings
depends on the number of parolees successfully served.
