BILL SUMMARY: SB 973 requires the Department of Corrections and
Rehabilitation (CDCR) to operate a parole reentry program at an
existing Day Reporting Center in San Bernardino County that
would, in partnership with local law enforcement and service
agencies, provide specified services to parolees.

STAFF COMMENTS: SUSPENSE FILE.
This bill creates a new parole reentry program at a day
reporting center in the city of San Bernardino, which would
provide parolees with various services including transitional
housing, educational services, and job services. The bill
requires that CDCR maintain specified statistical information.
The exact cost of the bill will be determined by the scope and
extent of services provided. It is unclear how many new parolees
would be served by this program, and whether it would be
required as a condition of parole for some or all of the
participants. The existing day reporting center in San
Bernardino (which provides some of the services outlined in this
bill) will become operational in October 2010, and will be
funded by a CDCR contract of $1.2 million General Fund per
fiscal year. The program proposed by this bill would add new
services to that existing contract.
To the extent the reentry program successfully reduces
recidivism and/or dependence on state social services programs,
the state will realize cost savings. The amount of state savings
depends on the number of parolees successfully served.
