To Members of the California State Senate:

I am returning Senate Bill 1067 without my signature.

This bill would require the California Department of Corrections and
Rehabilitation (CDCR) to collect and report recidivism rates of
youthful offenders under the jurisdiction of the Division of Juvenile
Justice and post the information on the department's website.  This
bill is unnecessary inasmuch as CDCR has already begun to track this
information and it can be made available on request.

For this reasons I am returning this bill without my signature.
