To the Members of the California State Senate:
I am returning Senate Bill 1091 without my signature.
This bill, while well-intentioned, is inconsistent with federal law
and exposes the state to potentially significant costs.  If the
author wishes to craft workable legislation that allows for
additional federal funds but also adheres to federal Medicaid law and
regulations, the Department of Health Care Services would be willing
to assist in that effort next year.
