   An act to add Section 11082 to the Government Code, relating to
state government.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 1131, as amended, Calderon. Commercials: state funding
prohibition.
   Under existing law, whenever a state agency is required or
authorized to prepare and cause the publishing of any notice,
advertisement or publication in any newspaper or other medium, that
agency is required to properly prepare the notice, advertisement or
publication and deliver it to the Department of General Services in
due time for publication.
   Existing law establishes the California Film Commission, which has
prescribed duties, including taking actions that encourage motion
picture and television filming in California. Existing law also
provides various incentives, including tax incentives, to specified
entities that undertake film production in this state.
   This bill would prohibit the state from expending any state funds
for the purpose of filming or producing commercials or other filmed
materials  ,   for commercial use,  outside of the
state.
   Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 11082 is added to the Government Code, to read:

   11082.  Notwithstanding any other law, the state shall not expend
any state funds for the purpose of filming or producing commercials
or other filmed materials  , for commercial use,  outside of
the state.
