To the Members of the California State Senate:

I am returning Senate Bill 1207 without my signature.

This bill is almost identical to a measure I vetoed last year because
it would have placed significant fiscal pressures on the state's
General Fund and on already strapped local government budgets. Yet,
this bill does not address the concerns I expressed in last year's
veto message.

For this reason I am unable to sign this bill.
