An act to add Section 60200.8 to the Education Code, relating to
instructional materials, and declaring the urgency thereof, to take
effect immediately.

Existing law requires the State Board of Education to adopt basic
instructional materials for use in kindergarten and grades 1 to 8,
inclusive, for governing boards. Existing law sets forth a schedule
for the submission of instructional materials to the state board for
adoption. Notwithstanding this schedule, existing law prohibits the
state board from adopting instructional materials or following the
procedures related to that adoption until the 2013-14 school year.
This bill would require the state board to adopt a revised
curriculum framework and evaluation criteria for instructional
materials in history-social science in 2011.
This bill would declare that it is to take effect immediately as
an urgency statute.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. Section 60200.8 is added to the Education Code, to
read:
60200.8. Notwithstanding any other law
Section 60200.7 , the state board shall adopt a revised
curriculum framework and evaluation criteria for instructional
materials in history-social science in 2011.
SEC. 2. This act is an urgency statute necessary for the immediate
preservation of the public peace, health, or safety within the
meaning of Article IV of the Constitution and shall go into immediate
effect. The facts constituting the necessity are:
In order to ensure that the instructional materials adoption
process is revived as quickly as possible so that pupils and
educators benefit from the revised curriculum frameworks and
instructional materials, it is necessary that this act take effect
immediately.
