SUBJECT : Solid waste: tires
SUMMARY : This bill would require a public entity that applies
for a grant from the Local Government Waste Tire Cleanup or the
Amnesty Event Grant Program to ask a local community
conservation corps (LCCs) if it wishes to participate in the
cleanup and to include related information in its grant
application.
EXISTING LAW authorizes the Department of Resources Recycling
and Recovery (DRRR) to award grants for the purpose of diverting
tires from landfill disposal by promoting markets of
recycled-content products, as well as for enforcement and
cleanup. The Waste Tire Cleanup grants provide funding for the
collection, removal, transportation, recycling, and disposal of
waste tires from illegal tire piles and areas where illegal
dumping has occurred along public rights-of-way. Amnesty Event
grants provide funding for date specific events for the public,
not waste tire generating businesses, to properly dispose of
waste tires at no charge.
FISCAL EFFECT : Unknown.
COMMENTS : According to the author, LCCs provide an alternative
to youth unemployment, reduce arrest rates and substance abuse,
and lead to greater employment rates after completion of the
program. LCCs are certified for performance standards and
audited by the state annually to ensure robust programs and
fiscal accountability. More than 25,000 pounds of e-waste have
been recycled and more than 154,000 pounds of litter and debris
have been cleaned up by LCCs. Ninety-two percent of
participants are youth of color; 36 percent are women; and more
than 25 percent are single parents. In addition, corps members
advance their education while in the program.
This bill is intended to encourage local governments to request
participation of LCCs in local tire cleanup efforts funded by

specified DRRR grant programs.
