To the Members of the California State Senate:

I am returning Senate Bill 1348 without my signature.

This bill would establish specified procedures that the California
Transportation Commission (CTC) would be required to use when
adopting guidelines.  This bill is unnecessary as it establishes a
formal process which is very similar to the process already used by
the CTC.

For this reason I am unable to sign this bill.
