BILL SUMMARY: SB 1386 requires the Department of Veterans

resources by January 1, 2012, and report to the Legislature by
June 30, 2012.

STAFF COMMENTS: SUSPENSE FILE.
The Department of Veterans Affairs indicates the need for one
Associate Governmental Program Analyst position to conduct the
inventory and prepare the report at a cost of approximately
$100,000.
SB 1386 is a Veterans Affairs Committee bill that requires the
Department of Veterans Affairs (DVA) to conduct an inventory of
existing military resources in California, including military
bases and personnel, in order to facilitate the department's
effort to maximize available federal funding to provide services
and support for veterans. DVA will consult with the Military
Department in connection with the conduct of the inventory.
Military resources include the following:
1) Federal active and reserve component military units and
installations, which currently are operational;
2) State active and reserve component military units and
installations, which currently are operational;
3) Military installations previously closed pursuant to a base
closure and realignment process;
4) Federal government veterans resources, including but not
limited to, veterans homes, hospitals, clinics, post-traumatic
stress syndrome and other counseling services; and employment
assistance;
5) State government veterans resources, including but not
limited to, veterans homes, hospitals, clinics, post-traumatic
stress syndrome and other counseling services, and employment
assistance.

6) Other resources as designated by the Legislature.
The intent of this bill is to put the state in a better position
for negotiating with the federal government if another round of
base closures becomes necessary. The inventory survey would
identify any unused facilities that might be used in the future
to provide services to returning California veterans. The
United States, through the Base Realignment and Closure
Commission (BRAC), instituted five rounds of base closures in
the years of 1988, 1991, 1993, 1995, and 2005.
The report is to include unclassified descriptions of each
item's potential to support the goals of the inventory.
