            SB 1387 (Committee on Veterans Affairs) - As Amended:  May 5,

           SENATE VOTE  :   30-8
          
          SUBJECT  :   Department of Veterans Affairs: California Veterans  
          Board.

           SUMMARY  :   Requires one member of the board to have a degree in  
          health care administration or experience in the financial  
          management of health care facilities and would require the  
          member of the board who is a resident of a California veterans  
          home to be appointed for a term expiring January 15 of  
          odd-numbered years.

           EXISTING LAW  :

          1)Establishes the Board whose duties include determining the  
            policies for all operations of the Department of Veterans  
            Affairs.

          2)Requires the Board to consist of seven members appointed by  
            the Governor, subject to Senate confirmation, and requires one  
            of the members to be a resident of a California veterans home.

          3)Provides that each member of the Board receives, for each  
            day's attendance at each meeting of the Board, a per diem of  
            $50.

           FISCAL EFFECT  :   No fiscal effect reported by the Senate  
          Appropriations Committee.

           COMMENTS  :   According to the Senate Veterans Affairs Committee  
          analysis, this is a clean-up measure for the Board which (1)  
          adds a requirement that one member of the Board must have  
          expertise in administering hospitals, and (2) changes the  
          parameters of the resident Board member so that it rotates  
          amongst the homes that have independent living care program  
          beginning with the oldest veteran home.
