To the Members of the California State Senate:
I am returning Senate Bill 1410 without my signature.  This measure
weakens California's existing licensing requirements for California
physicians and potentially puts patients at risk by giving
substandard physicians an unlimited number of attempts to pass the
final step of the United States Medical Licensing Examination.  In
addition, physicians are able to eventually obtain licensure in
California if they can be licensed in another state for at least four
years without any adverse licensure action.
For these reasons, I am unable to sign this bill.
