   An act to add Sections 11547.5 and 11547.7 to the Government Code,
relating to state government.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 1436, as introduced, Padilla. State Chief Information Officer.
   Existing law creates the office of the State Chief Information
Officer, within the Governor's cabinet, with a State Chief
Information Officer having specified duties in creating and managing
the technology policy of the state.
   This bill would require the State Chief Information Officer to
make recommendations to the Legislature by a unspecified date for an
open government directive and take actions with regard to information
technology consistent with ideas of government transparency and
public participation and collaboration in government.
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 11547.5 is added to the Government Code, to
read:
   11547.5.  The State Chief Information Officer shall coordinate
with state agencies and departments to develop recommendations for an
open government directive, and report his or her recommendation to
the Legislature on for before ____, 2012.
  SEC. 2.  Section 11547.7 is added to the Government Code, to read:
   11547.7.  The State Chief Information Officer shall take actions
with regard to information technology consistent with ideas of
government transparency and public participation and collaboration in
government.
