An act to amend Section 12994.5 of the Water Code, relating to
water.
LEGISLATIVE COUNSEL'S DIGEST
SB 1443, as introduced, Simitian. Sacramento-San Joaquin Delta
Multi-Hazard Coordination Task Force.
Existing law requires the California Emergency Management Agency,
upon funding being made available for that purpose, to establish the
Sacramento-San Joaquin Delta Multi-Hazard Coordination Task Force.
Existing law requires the task force to carry out various duties and
to submit a related report to the Legislature and the Governor prior
to January 1, 2011. Existing law provides that the task force shall
cease to exist on or before that date. Existing law repeals these
provisions on January 1, 2011.
This bill would change the date on which the report is required to
be submitted to January 1, 2013. The bill would provide that the
task force shall cease to exist on January 1, 2013, or upon the
submission of the report, whichever is earlier. The bill would change
the repeal date of these provisions to January 1, 2013.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. Section 12994.5 of the Water Code is amended to read:
12994.5. (a) The Office of Emergency Services
California Emergency Management Agency shall establish the
Sacramento-San Joaquin Delta Multi-Hazard Coordination Task Force,
upon funding being made available to the Office of Emergency
Services California Emergency Management A
gency for that purpose.
(b) The task force shall be led by the Office of
Emergency Services California Emergency Management
Agency , and shall include the Delta Protection Commission, the
department, and a single representative from each of the five Delta
counties.
(c) The task force shall do all of the following:
(1) Make recommendations to the Office of Emergency
Services California Emergency Management Agency
relating to the creation of an interagency unified command system
organizational framework, in accordance with the guidelines of the
National Incident Management System and the Standardized Emergency
Management System.
(2) Coordinate the development of a draft emergency preparedness
and response strategy for the Delta region, for submission to the
Director Secretary of the
Office of Emergency Services California Emergency
Management Agency . Where possible, the strategy shall utilize
existing interagency plans and planning processes of the involved
jurisdictions and agencies that are members of the Delta Protection
Commission.
(3) Develop and conduct an all-hazard emergency response exercise
in the Delta, designed to test regional coordination protocols
already in place.
(d) The task force shall submit a report with its strategy and
recommendations to the Legislature and the Governor prior to January
1, 2011 2013 , and shall cease to exist
on or before January 1, 2011
2013, or the date on which the report is submitted, whichever is
earlier .
(e) This section shall remain in effect only until January 1,
2011 2013 , and as of that date is
repealed, unless a later enacted statute, that is enacted before
January 1, 2011 2013 , deletes or
extends that date.
