To the Members of the California State Senate:

I am returning Senate Bill 1451 without my signature.

This bill is duplicative and unnecessary.  An adequate process is
already in place to ensure that the California State Board of
Education adopts an appropriate History-Social Science Framework for
our state's schools and students.

For this reason, I am unable to sign this bill.
