SUMMARY
This bill requires the California Energy Commission (CEC), in
consultation with the Public Utilities Commission (PUC), to
develop a website containing links to the websites of the
electrical investor-owned utilities (IOUs) and publicly-owned
electrical utilities or to other websites containing the
following information on plug-in hybrid vehicles (PHEVs) or
fully electric vehicles (EVs):
1)Resources for a consumer to find out if his or her residence
will require a utility upgrade.
2)Basic charging circuit requirements.
3)Utility rate options.
4)Load management techniques.
FISCAL EFFECT
Minor absorbable costs to the CEC and the PUC to develop the
required website.
COMMENTS
Purpose . The author states that with the transportation sector
making up 40% of the state's greenhouse gas emissions, it is in
the best interest of the state to ensure that PHEVs and EVs be
part of the solution to achieve transportation sector greenhouse
gas emission reductions. It is therefore important for the
state to help consumers find useful information that will help
them make informed decisions about the relationship between

their home, the energy grid and purchasing a PHEV or EV.
Providing important and useful links from energy utilities and
other internet web sites will help educate consumers.
