           SUBJECT  :    CALIFORNIA POLLUTION CONTROL FINANCING
                       AUTHORITY

            SUMMARY  :    
           
            Existing law  , establishes the California Pollution Control  
           Financing Authority (CPCFA) with specified powers and duties,  
           and authorizes the authority to approve financing for projects  
           or pollution control facilities to prevent or reduce  
           environmental pollution (Health and Safety Code 44150 et  
           seq.).

            This bill  makes various technical and clarifying changes to  
           the financial and
           administrative provisions of the governing statues for CPCFA,  
           including changes to the definitions of "project," and  
           "pollution control facility."
            
           COMMENTS :
            
           Purpose of Bill  .  SB 832, (Chapter 643, Statutes of 2009) was  
           the Environmental Quality's omnibus measure from last year.   
           SB 1477 makes technical corrections to that measure.
