           DIGEST  :    This bill makes various technical and clarifying  
          changes to the financial and administrative provisions of  
          the governing statues for the California Pollution Control  
          Financing Authority, including changes to the definitions  
          of project," and "pollution control facility."

           ANALYSIS  :    Existing law, establishes the California  
          Pollution Control Financing Authority (CPCFA) with  
          specified powers and duties, and authorizes the CPCFA to  
          approve financing for projects or pollution control  
          facilities to prevent or reduce environmental pollution  
          (Section 44150 et seq. of the Health and Safety Code).
