SUMMARY : Designates May 2012 as Water Awareness Month and
urges California citizens, homeowners, businesses, farms,
ranches, and governmental and nongovernmental entities to learn
effective ways to conserve water. Specifically, this resolution
makes the following legislative findings:
1)Water Awareness Month originated during California's drought
years of 1987 to 1992 and was established to help educate
consumers about the efficient use of water resources.
2)The California Constitution states that water conservation in
our state is to be exercised in the interest of the people and
the public welfare; and, with population growth and climate
changes, there is a greater need than ever before to practice
water conservation.
3)Water conservation is the most cost effective and
environmentally sound way to reduce the state's demand for
water. Using less water not only puts less pressure on our
water treatment facilities, but will also help our communities
to cope when their water supply has been reduced due to
climate changes.
4)The California Energy Commission has stated in the California
Water Plan Update that end use of water is the most energy
intensive portion of the water use cycle in California; and,
measures to increase efficient use and reuse will reduce
electricity demand from the water sector and, thus, may reduce
greenhouse gas emissions.
