SUMMARY : Designates a segment of State Route (SR) 219 as the
California Highway Patrol (CHP) Officer Earl Scott Memorial Highway.
Specifically, this bill :
1)Recounts the life and career of Earl Scott, an officer with the CHP,
who tragically lost his life in the line of duty.
2)Designates the segment of SR 219 between SR 99 (Milepost Marker: 219
STA 0.116) and SR 108 (Milepost Marker: 219 STA 4.858) in Stanislaus
County as the CHP Officer Earl Scott Memorial Highway.
3)Rescinds the designation made by SCR 120 (Resolution Chapter 130,
Statutes of 2010), that designated a segment of SR 99 in Officer
Scott's memory.
4)Requests the Department of Transportation (Caltrans) to determine
the cost of appropriate signs, consistent with the signing
requirements for the state highway system, showing the special
designation and, upon receiving donations from nonstate sources
covering that cost, to erect those signs.
EXISTING LAW : Assigns Caltrans the responsibility of operating and
maintaining state highways. This includes the installation and
maintenance of highway signs.

FISCAL EFFECT : According to the Assembly Appropriations Committee
analysis, there will be no additional cost, as the resolution replaces
one designation with another. Costs to make and erect the appropriate
signs are covered by donations.
COMMENTS : On February 17, 2006, CHP Officer Earl Scott was tragically
shot and killed while making a traffic stop on SR 99 in Stanislaus
County. Officer Scott was 36 years old and had served with the CHP
for five years, coming from a long line of family members who were
also devoted to public service. Officer Scott is remembered as being
the first to volunteer for such causes as shaving his head for "Shave
the Brave," a fundraiser for cancer victims, and for taking youth Law
Enforcement Explorers on ride-alongs.
In 2010, the Legislature designated a segment of SR 99 in honor of
Officer Scott. This bill would rescind that designation and replace
it with one on a segment of SR 219 that passes in front of the local
CHP office.
