California Highway Patrol (CHP) Officer Earl Scott Memorial
Highway
DESCRIPTION:
This resolution designates a portion of State Route (SR) 219 in
Stanislaus County as the CHP Officer Earl Scott Memorial
Highway.
ANALYSIS:
The committee has adopted a policy regarding the naming of state
highways or structures. Under the policy, the committee will
consider only those resolutions that meet all of the following
criteria:
The person being honored must have provided
extraordinary public service or some exemplary contribution
to the public good and have a connection to the community
where the highway is located.
The person being honored must be deceased.
The naming must be done without cost to the state.
Costs for signs and plaques must be paid by local or
private sources.
The author or co-author of the resolution must represent
the district in which the facility is located and the
resolution must identify the specific highway segment or
structure being named.
The segment of highway being named must not exceed five
miles in length.
The proposed designation must reflect a community

consensus and be without local opposition.
The proposed designation may not supersede an existing
designation unless the sponsor can document that a good
faith effort has uncovered no opposition to rescinding the
prior designation.
This resolution designates the portion of SR 219 between SR 99
and SR 108 in Stanislaus County as the CHP Officer Earl Scott
Memorial Highway. It also rescinds the prior designation of a
portion of SR 99 in Stanislaus County as the CHP Officer Earl
Scott Memorial Highway. The resolution requires the Department
of Transportation to erect appropriate signs upon receipt of
donations from non-state sources to cover the costs.
COMMENTS:
1.Purpose . The author introduced this resolution to honor the
life and public service of CHP Officer Earl Scott. The
Legislature adopted SCR 120 (Denham), Resolution Chapter 130,
Statutes of 2010, late in the 2009-10 session, designating the
portion of SR 99 between the Pelandale Avenue exit and
Junction 219 in Stanislaus County as the CHP Officer Earl
Scott Memorial Highway. The author introduced this resolution
at the request of the California Association of Highway
Patrolmen, who requested that the designation be moved from
SR 99 to the highway that passes in front of the CHP
headquarters in Stanislaus County.
2.Background on CHP Officer Earl Scott . Officer Scott, who came
from a long line of family members devoted to public service,
served with the CHP for five years. Scott is remembered as
being the first to volunteer for causes such as shaving his
head for "Shave the Brave," a fundraiser for cancer victims
and for taking youth Law Enforcement Explorers on ride-alongs.
On February 17, 2006, Officer Scott was shot and killed
during a traffic stop on SR 99 in Stanislaus County. He
was 37 years old.
3.Consistent with the committee's policy . This resolution is
consistent with all of the provisions of the committee's
policy on highway designations.
