SUBJECT : CHP Officer Earl Scott Memorial Highway

DIGEST : This resolution designates a portion of State
Route 219 in Stanislaus County as the California Highway
Patrol Officer Earl Scott Memorial Highway.
ANALYSIS : This resolution honors the life and public
service of California Highway Patrol (CHP) Officer Earl
Scott. The Legislature adopted SCR 120 (Denham),
Resolution Chapter 130, Statutes of 2010, late in the
2009-10 Session, designating the portion of State Route
(SR) 99 between the Pelandale Avenue exit and Junction 219
in Stanislaus County as the "CHP Officer Earl Scott
Memorial Highway." The author introduced this resolution

at the request of the California Association of Highway
Patrolmen, who requested that the designation be moved from
SR 99 to the highway that passes in front of the CHP
headquarters in Stanislaus County.
Officer Scott, who came from a long line of family members
devoted to public service, served with the CHP for five
years. Scott is remembered as being the first to volunteer
for causes such as shaving his head for "Shave the Brave,"
a fundraiser for cancer victims and for taking youth Law
Enforcement Explorers on ride-alongs. On February 17,
2006, Officer Scott was shot and killed during a traffic
stop on SR 99 in Stanislaus County. He was 37 years old.
This resolution designates the portion of SR 219 between SR
99 and SR 108 in Stanislaus County as the "CHP Officer Earl
Scott Memorial Highway." It also rescinds the prior
designation of a portion of SR 99 in Stanislaus County as
the "CHP Officer Earl Scott Memorial Highway." This
resolution requires the Department of Transportation to
erect appropriate signs upon receipt of donations from
non-state sources to cover the costs.
