           SUMMARY  

          This measure designates, as the "Officer Richard T. Steed 
          Memorial Highway," the portion of State Route (SR) 5 between San 
          Diego and San Clemente.

           FISCAL EFFECT  

          Minor costs to Caltrans to make and erect appropriate signs; 
          these costs are covered by donations.  (State Highway Account.)

           COMMENTS  

           Purpose  . This measure honors Officer Steed, who worked for the 
          San Clemente Police Department and was shot and killed in the 
          line of duty on November 29, 1978.
