SUBJECT : Officer Richard T. Steed Memorial Highway

DIGEST : This resolution names a segment of State Highway
Route 5 in Orange County as the Officer Richard T. Steed
Memorial Highway.
ANALYSIS : This resolution is introduced as a tribute to
the life and work of San Clemente Police Officer Richard T.
Steed, who died in the line of duty.
Born in 1947, Richard Thomas Steed grew up in Alexandria,
Virginia. After high school, he enlisted in the United
States Marine Corps and served for eight years, including a
tour of duty in Viet Nam. Rick Steed became a reserve
officer with the San Clemente Police Department in 1975 and

a full-time officer in June 1977. While on patrol in
November 29, 1978, Officer Steed answered a call for
medical assistance, and upon exiting his patrol vehicle
while responding, a person approaching from behind the
vehicle shot and killed Officer Steed.
Officer Steed is the only San Clemente police officer to
die in the line of duty. Among the many memorials to his
life, the City of San Clemente named a 64-acre park and
sports complex as the Richard T. Steed Memorial Park.
This resolution designates the five-mile section of State
Route 5 between the Avenida San Luis Rey exit and the
Camino De Estrella exit in the City of San Clemente as the
"Officer Richard T. Steed Memorial Highway." This
resolution further requests that the Department of
Transportation erect appropriate signs upon receiving
donations from non-state sources to cover the costs.
