           SUMMARY  

          This measure requests Caltrans to issue an encroachment permit 
          to enable the Venice Japanese Memorial Marker Committee to place 
          a monument on State Route 1 in Los Angeles at the northwest 
          corner of Venice and Lincoln Boulevards.

           FISCAL EFFECT  

          Minor absorbable costs for Caltrans to issue the encroachment 
          permit. The measure specifies that funding for the memorial is 
          to be from nonstate funds.

           COMMENTS  

           Purpose  . This measure is intended to provide for a monument to 
          commemorate the forced relocation of Japanese-Americans during 
          World War II. Those living in Venice, Santa Monica, and Malibu 
          at the time reported to a location near the site of the proposed 
          monument, where they were transported directly to the Manzanar 
          internment camp in Inyo County.
