           DIGEST  :    This resolution commemorates the 40th 
          anniversary of Title IX on June 23, 2012, commends the 
          movement toward increased equality and fair treatment of 
          female athletes, and praises the goal of greater 
          opportunities in sports for girls and young women in 
          California.

           ANALYSIS  :    This resolution makes the following 
          legislative findings: 

          1. In 1972, the United States Congress enacted Title IX of 
             the Education Amendments of 1972 (hereafter Title IX); 
             and, Title IX states, in part: "No person in the United 
             States shall, on the basis of sex, be excluded from 
             participation in, be denied the benefits of, or be 
             subjected to discrimination under any education program 
             or activity receiving Federal financial assistance?"

          2. Since the enactment of Title IX, participation of girls

             and women in sports has increased by 904% in high 
             schools and 456% in colleges; and, Title IX has 
             continued to increase opportunities for girls and women 
             in sports but has not achieved the goal of full equality 
             in participation in scholarships, equipment, and other 
             funding. 

          3. Girls' and women's sports and other fitness and outdoor 
             programs for women have led millions of women into 
             positive lifelong habits of physical activity, improved 
             fitness, and consequently greatly improved health in our 
             state; and, these organizations have sought to encourage 
             greater female participation and gender equality through 
             sports and outdoor programs.
