CONCURRENCE IN SENATE AMENDMENTS

SUMMARY : Honors Sylvia McLaughlin by requesting that the Department
of Parks and Recreation rename the Eastshore State Park as the
McLaughlin Eastshore State Park and determine the cost of
appropriate signage showing this designation, consistent with
specified requirements, and, upon the receipt of donations from
nonstate sources sufficient to cover the cost of that signage, to
erect those signs at the park.
The Senate amendments request the Department of Parks and Recreation
to determine the cost of signage that is consistent with the signage
requirements for the state park system and to erect the signage upon
receipt of sufficient donations from nonstate sources to cover the
cost of the signage.
AS PASSED BY THE ASSEMBLY , this resolution made the following
legislative findings:
1)Cofounded by environmentalist Sylvia McLaughlin, Citizens for East
Shore Parks is one of the most influential organizations involved
with the creation of Eastshore State Park; and, the allocation of
$25 million in state funds, combined with funding from Eastbay
Regional Park District's Measure AA, provided the monetary
assistance needed to secure the acquisition of land known as
Eastshore State Park.
2)Eastshore State Park encompasses 2,002 acres of tidelands and 260
acres of upland area in the cities of Oakland, Emeryville,
Berkeley, Albany, and Richmond.
3)Sylvia McLaughlin also cofounded Save the San Francisco Bay
Association in 1961, which was critically involved with protecting
the San Francisco Bay area's 2,000 acres from becoming a proposed
dumpsite and lead to the signing of the McAteer-Petris Act of
1965, which mandated the preservation and protection of the San
Francisco Bay and established the San Francisco Bay Conservation

and Development Commission.
4)As a tribute to Sylvia McLaughlin's extensive environmental
activism and her strong role in saving the San Francisco Bay, and
in recognition of her efforts in creating Eastshore State Park,
the Legislature urges the Department of Parks and Recreation to
rename the Eastshore State Park as the McLaughlin Eastshore State
Park.
FISCAL EFFECT : Minor costs for replacing signage and printed
materials.
