Deputy Probation Officer Irene B. Rios Memorial Highway
DESCRIPTION:
This resolution names a portion of State Highway Route (SR) 8 in
Imperial County as the Deputy Probation Officer Irene B. Rios
Memorial Highway.
ANALYSIS:
The committee has adopted a policy regarding the naming of state
highways or structures. Under the policy, the committee will
consider only those resolutions that meet all of the following
criteria:
The person being honored must have provided extraordinary
public service or some exemplary contribution to the public
good and have a connection to the community where the highway
is located;
The person being honored must be deceased;
The naming must be done without cost to the state. Costs for
signs and plaques must be paid by local or private sources;
The author or co-author of the measure must represent the
district in which the facility is located, and the measure
must identify the specific highway segment or structure being
named;
If the segment of highway is being named for a specific
individual or individuals, it must not exceed five miles in
length;
The proposed designation must reflect a community consensus
and be without local opposition; and
The proposed designation may not supersede an existing
designation unless the sponsor can document that a good faith
effort has uncovered no opposition to rescinding the prior
designation.

This resolution designates the westbound portion of SR 8 between
mileposts 4.60 and 6.60 in Imperial County as the Deputy
Probation Officer Irene B. Rios Memorial Highway. The
resolution further requests the Department of Transportation
(Caltrans) to erect appropriate signs only upon receiving
donations from non-state sources sufficient to cover the cost.
COMMENTS:
1.Purpose of the resolution . The author has introduced this
resolution to honor the memory of Irene B. Rios, who gave her
life in the line of duty as a probation officer.
2.Irene Rios . Born in Brawley, Irene Rios grew up in Holtville.
After receiving a Bachelor of Science degree in criminal
justice administration from San Diego State University,
Imperial Valley Campus, Ms. Rios began working for the Betty
Jo McNeece Receiving Home in 2002. In 2005, she became a
Deputy Probation Officer for the Juvenile Division of Imperial
County. On August 13, 2008, while traveling in a department
vehicle on I-8 to a placement visit in Sacramento, Ms. Rios
was involved in an accident, and her vehicle overturned.
Deputy Rios died from the injuries she sustained in the
accident.
3.Consistent with committee policy . This resolution is
consistent with all the provisions of the committee's policy
on highway designations.
