SUMMARY : Contains necessary statutory changes in the area of
natural resources in order to enact the 2011 Budget Act.
The Senate Amendments delete the Assembly version of this bill,
and instead:
1)Implements California Department of Food and Agriculture
budget reductions. Provides changes to implement various
budget reductions, eliminates programs, and deletes obsolete
statutes mostly related to slaughterhouse licensing. Provides
for fees to pay for regulatory programs and shifts certain
revenues to the department for specific regulatory programs
rather than to the General Fund. Includes technical cleanup
language.
2)Provides cleanup language related to park liability. Amends
liability assurances for parks that are designated as closed
as listed by the Department of Parks and Recreation. For
parks that are partially closed, or subject to service
reductions, liability is unchanged and consistent with other
state liability assurances.
3)Provides a technical budget accounting change to the
Department of Conservation. Authorizes the Department of
Conservation to shift its clearing account to an appropriate
special fund.
4)Add an appropriation allowing this bill to take effect
immediately upon enactment.
AS PASSED BY THE ASSEMBLY , this bill expresses the intent of the
Legislature to enact statutory changes to the 2011 Budget Act.
