SUMMARY : Contains necessary statutory and technical changes to
implement changes to the Budget Act of 2011 and makes the
following changes that will make it easier for locals to access
jail construction funding. Adding jail capacity will help
mitigate the impact of increased public safety responsibilities
at the local level.
The Senate amendments delete the Assembly version of this bill,
and instead:
1)Move uncommitted jail construction funding, AB 900 (Solorio),
Chapter 7, Statutes of 2007, from phase I to phase II.
2)Remove reentry siting requirements for accessing phase II
funding.
3)Remove benchmark requirements for accessing phase II funding.
4)Add preference for counties that committed the largest
percentage of inmates to state custody in relation to the
total state inmate population in 2010.
5)Stipulate this act becomes operative if SB 85 (Budget and
Fiscal Review Committee) or AB 109 (Budget Committee) (Public
Safety Realignment) is enacted.
AS PASSED BY THE ASSEMBLY , this bill expressed the intent of the
Legislature to enact statutory changes relating to the 2011
Budget Act.
