          CONCURRENCE IN SENATE AMENDMENTS

           SUMMARY  :  Contains necessary statutory and technical changes to 
          implement changes to the Budget Act of 2011.  

           The Senate amendments  delete the Assembly version of this bill, 
          and instead:

          1)Extend the sunset from January 1, 2012 to January 1, 2018 on 
            the Consumer Participation Program, within the Department of 
            Managed Health Care, which provides compensation (non-General 
            Fund) to consumer advocacy organizations for their substantial 
            contributions of time and expertise to regulatory proceedings 
            of the Department.

          2)Improve reporting and information sharing related to the 
            continued implementation of the 2009 Governor's Reorganization 
            Plan No. 1 (GRP), which consolidated information technology 
            policy and project development under the now-California 
            Technology Agency, by expanding current reporting to include 
            such metrics as cost and risk avoidance and any impediments to 
            the continued implementation of the GRP.  In addition, a copy 
            of the annual report on information technology savings will be 
            required to be transmitted to the Joint Legislative Budget 
            Committee and fiscal committees of both houses of the 
            Legislature.

          3)Extend the deadline for implementation of the Alternate Base 
            Period Program, administered by Employment Development 
            Department, from September 3, 2011 to April 2, 2012. 

          4)Eliminate the Economic Strategy Panel, which duties and 
            assignments will be absorbed by the Labor and Workforce 
            Development Agency.

          5)Transfer the Governor's Commission on Employment of People 
            with Disabilities to the Department of Rehabilitation, 
            retaining appointment authority by the Senate Rules Committee 
            and Speaker of the Assembly. 

          6)Repeals previous general government trailer bill action, SB 80 
            (Budget and Fiscal Review Committee) Chapter 11, Statutes of 
            2011, that required the California Victim Compensation and 
            Government Claims Board to provide notice to the chairpersons 
            of the committees in each house of the Legislature that 
            consider appropriations and the annual Budget Act, and the 
            Chairperson of the Joint Legislative Budget Committee, within 
            a specified period of time prior to allowing either the use of 
            a current year appropriation to pay claims for prior year 
            costs of $500,000 or more, or claims from a single provider of 
            goods or services with respect to a single department that 
            exceeds $500,000 within one year.

          7)Extend the date from June 30, 2011 to June 30, 2014 during 
            which period the Controller may assess special and 
            nongovernmental cost funds, federal funds and the General Fund 
            to pay for the portions of the project that are attributable 
            to those respective funds.

          8)Remove the requirement that when local agency formation 
            commission (LAFCO) adopts, amends or updates a sphere of 
            influence, districts file written statements with LAFCO 
            regarding services provided and other information about the 
            district.  Specifies that LAFCO may require such written 
            statements. This action removes the mandate for this 
            particular activity.

          9)Add an appropriation allowing this bill to take effect 
            immediately upon enactment.

           AS PASSED BY THE ASSEMBLY  , this bill expresses the intent of the 
          Legislature to enact statutory changes relating to the 2011 
          Budget Act.
