Relative to Child Safety Awareness Month.
LEGISLATIVE COUNSEL'S DIGEST
ACR 145, as introduced, Ma. Child Safety Awareness Month.
This measure would declare the month of May 2012 as Child Safety
Awareness Month.

WHEREAS, Annually, approximately 800,000 children are reported
missing in the United States, which averages one child every 40
seconds; and
WHEREAS, Of those approximately 800,000 children, 450,000 children
run away, 300,000 children are abducted by a family member, and
58,000 children are abducted by a nonfamily member; and
WHEREAS, These statistics are meant to encourage parents to be
prepared, not scared; and
WHEREAS, When a child is missing, the child's parent or guardian
should report the child's disappearance to local authorities as soon
as possible, ideally within the first two to three hours after the
child's disappearance; and
WHEREAS, To be as effective as possible, when reporting a missing
child, a parent or guardian should have an AFCA/FBI National Child ID
Kit available to give to law enforcement and should file a missing
person's report; and
WHEREAS, A child's photograph in a Child ID Kit should be current
and should be replaced every six to 12 months; and
WHEREAS, It is important to add detailed information about
identifiable marks such as birthmarks and scars, either as a
description or a photograph, to the Child ID Kit; and
WHEREAS, There are 6.8 million schoolaged children in the State of
California, and the safety of those children is paramount and should
be a concern for all; now, therefore, be it
Resolved by the Assembly of the State of California, the Senate
thereof concurring, That the Legislature declares the month of May
2012 as Child Safety Awareness Month; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of
this resolution to the author for appropriate distribution.
