SUMMARY : Establishes the Reporting Transparency in Government
(RTG) Internet Web site to provide audit and summary data
regarding contracts valued at $5,000 or more to the public.
The Senate amendments :
1)Specify that the RTG Internet Web site shall only remain in
operation until the Financial Information System for
California is operative and available for public use.
2)Add the Insurance Commissioner to the constitutional officers
exempted from the requirements of this bill if he or she posts
certain information on his or her official Internet Web site.
3)Delete the requirement that the Governor post every statement
of economic interest and travel and expense reports of its
senior staff and deputies, agency secretaries and
undersecretaries, and department directors to the RTG Internet
Web site.
4)Require audit information posted to the RTG Internet Web site
pursuant to this bill to be posted and maintained for three
years.

5)Require contract information posted to the RTG Internet Web
site pursuant to this bill to be posted and maintained for the
length of the contract.
6)Clarify the definition of "audit."
7)Make technical, conforming changes.
EXISTING LAW governs contracting between state agencies and
private contractors and sets forth requirements for the
procurement of supplies, materials, equipment, and services by
state agencies.
AS PASSED BY THE ASSEMBLY , this bill was substantially similar
to the version approved by the Senate.

GOVERNOR'S VETO MESSAGE :
"This bill would require information about state contracts and

audits to be posted on a specific, new website. Information
about state contracts can already be found at
www.dgs.ca.gov/pd/programs/eprocure, and I am issuing an
Executive Order to ensure that these contracts continue to be
posted on this site. Audits conducted by the Bureau of State
Audits can be found at www.bsa.ca.gov. Other audits are readily
available as public records.
"While governmental transparency is laudable, there's no need
for a new law."
