To the Members of the California State Assembly:

I am returning Assembly Bill 200 without my signature.

This bill would require the State Board of Education to establish a
health and fitness award program to honor a school in each of the 120
legislative districts.  Health and fitness are important but let's
allow our schools to design their own awards programs and leave the
state out of it.
