           SUMMARY  :  Declares the month of October 2012 as Dwarfism 
          Awareness Month, in order to raise public awareness about people 
          with dwarfism and their contributions to the State of 
          California.  Specifically,  this resolution  makes the following 
          legislative findings:  

          1)Dwarfism, a recognized condition under the federal Americans 
            with Disabilities Act, is considered to be a rare medical 
            condition; and, the medical prognosis for people with dwarfism 
            varies in each individual and may require surgery or other 
            medical interventions to address complications and maximize 
            mobility.

          2)Dwarfism affects bone growth, but generally does not affect 
            cognitive abilities; and, about 80% of people with dwarfism 
            have average-height parents and siblings.

          3)The preferred terminology for someone with dwarfism is "person 
            of short stature," "having dwarfism," or "little person"; and, 
            the term "midget" is antiquated and is considered offensive to 
            most people with dwarfism.

          4)Support organizations such as the Little People of America 
            (LPA) provide people with dwarfism guidance on parenting, 
            adoption, education, medical consultation, physical fitness, 
            peer support, community outreach and advocacy; and LPA, the 
            nation's oldest and largest support organization for people 
            with dwarfism, is headquartered in Orange County, California.

          5)The majority of people with dwarfism enjoy normal 
            intelligence, normal lifespans, and reasonably good health; 
            and, people with dwarfism contribute to the strength of 
            California's economy by being productive members of the 
            workforce.

           FISCAL EFFECT  :  None

           COMMENTS:   Little People of America is a national support 
          organization for people with dwarfism; and, they are in support 
          of this resolution and hope to add California to the list of 
          states that declare October as Dwarfism Awareness Month.
