   ACR 164, Pan. California State University: chancellor selection
process.
   This measure would encourage the recruitment and selection process
for the next Chancellor of the California State University to be
done in a publicly inclusive manner.



   WHEREAS, The search for the Chancellor of the California State
University (CSU) is the recruitment and hiring process for one of the
most important public jobs in California; and
   WHEREAS, The chancellor is tasked with the responsibility of
leading one of the three segments, which also include the University
of California and the California Community Colleges, that comprise
the greatest public postsecondary education system in the world; and
   WHEREAS, It is imperative that the search for the chancellor be an
inclusive process that is conducted with the utmost transparency and
openness and involves the stakeholders that make the CSU great. The
search should involve the CSU community, which includes students,
parents, faculty, and staff, who should all be given a chance to
participate and provide their needed and valuable input; and
   WHEREAS, The search for a chancellor, who shall be the leader of
23 campuses, 40,000 faculty and staff, and over 420,000 students,
should not be conducted by members of the CSU Board of Trustees
alone, outside of public view. Instead, the selection of the head of
the "People's University" should be conducted before the people, at
campus-based forums, in a public setting, and with access and
outreach to as wide an array of people as possible, and finalists
should be willing to participate in this open process; and
   WHEREAS, The CSU is at a critical juncture and is in the midst of
economic pressures due to decreased funding, a growing student
population, and an unprecedented era of awareness and public interest
in the administration of the CSU; and
   WHEREAS, An open selection process will provide the new chancellor
with the support and confidence of the students, the faculty and
staff, and the public, which are needed to meet the challenges of
leading the CSU through this critical juncture; and
   WHEREAS, The next chancellor will work with the Legislature,
stakeholders, and the public to restore the light that shines from
the CSU; now, therefore, be it
   Resolved by the Assembly of the State of California, the Senate
thereof concurring, That the Legislature encourages the recruitment
and selection process for the next Chancellor of the California State
University to be done in a publicly inclusive manner; and be it
further
   Resolved, That the Chief Clerk of the Assembly transmit copies of
this resolution to the author for appropriate distribution.
