To the Members of the California State Assembly:

I am returning Assembly Bill 211 without my signature.

This bill represents an effort to improve benefits for workers by
providing vouchers for those who need additional training in order to
return to employment after permanently disabling injuries. I am,
however, reluctant to enact piecemeal changes to the Workers'
Compensation system in the absence of more comprehensive reform that
addresses both the cost and benefits under the system.
