SUMMARY
This bill requires the Director of the Office of Gang and Youth
Violence Policy (OGYVP) under the California Emergency
Management Agency (Cal-EMA ) to consolidate and streamline
existing state agency gang and youth violence grant programs
with a goal toward giving priority to grant programs that employ
evidence-based practices. This bill requires the director to
create a working group to assist in this effort and requires a
report to the Legislature by June 2012.
FISCAL EFFECT
Minor state costs, likely less $50,000, for a working group and
a report to the Legislature, as this bill directs a state agency
to pursue a subjective objective consistent with current
practice.
COMMENTS
1)The author's office contends this bill provides necessary
direction to the OGYVP.
2)Related Legislation .
a) AB 1439 (Solorio), 2009-2010 Legislative Session, which
was almost identical to AB 220, was vetoed. Gov.
Schwarzenegger stated, "While I am supportive of anti-gang
initiatives and programs, this measure would increase costs
associated with the additional workload for the Office of
Gang and Youth Violence Policy at a time when the state can
least afford to do so.

b) AB 526 (Dickinson), 2011, pending its first hearing,
also requires Cal-EMA to identify and implement
evidence-based practices to address gang and youth
violence.
