SUMMARY : Extends the January 1, 2012, sunset on the Interstate
Compact for Juveniles (ICJ) two years, to January 1, 2014.
The Senate amendments delete the Assembly version of this bill, and
instead extends the sunset date for the ICJ for two years, and make
other non-substantive changes to this bill.
EXISTING LAW :
1)Sets for the ICJ, which generally provides for specified matters
concerning juvenile offenders, especially with respect to
overseeing, supervising, and coordinating the interstate movement
of juveniles subject to the terms of this compact, as specified.
2)States that the compact administrator shall be the executive
director of the Corrections Standards Authority (CSA).
3)States that the executive director of the CSA shall convene an
executive steering committee to review and make recommendations
regarding the Interstate Compact for Juveniles and whether
permanent membership in the compact would be the most effective
and prudent means by which California can achieve the purpose set
forth in provisions of law related to the Interstate Compact for
Juveniles compared to other alternatives. The CSA shall present

the executive steering committee's final report, including
recommendations for legislative action, if necessary, to the
appropriate committees of the Legislature by January 1, 2011.
The report shall be concise and may be produced and submitted
solely in electronic format.
4)Establishes a sunset date for the ICJ of January 1, 2012.
AS PASSED BY THE ASSEMBLY , this bill required the Director of the
Office of Gang and Youth Violence Policy (OGYVP) to make
recommendations to consolidate and streamline existing state agency
gang and youth violence grant programs with a goal toward giving
priority to grant programs that employ evidence-based practices.
Specifically, this bill :
1)Authorized the Director to create a working group, as specified,
to assist in this effort and declares the Director the head of
this group.
2)Required OGYVP to report the working group's findings to the
Legislature and the Governor by June 1, 2012.
