           SUMMARY  :  Deletes reporting dates that have passed for the 
          California Department of Food and Agriculture (CDFA) and the 
          Food Biotechnology Task Force (FBTF); adds the 50th District 
          Agricultural Association (50th DAA) as an additional option to 
          contract employees, to existing law, for its joint powers 
          authority (JPA); makes any day that a shelter is open for at 
          least four hours, other than a holiday, eligible to count as a 
          business day, for purposes of impoundment of dogs and cats; 
          allows alternate members to the California Walnut Commission 
          (CWC) to be reimbursed for their participation when board 
          members are present; and, changes CWC's $100 per day 
          reimbursement to an amount not to exceed reasonable and 
          necessary traveling expenses and meal allowances, as established 
          by CWC.

           The Senate amendments  add to existing law the 50th DAA as an 
          additional contracting option, for the employees of its JPA.

           FISCAL EFFECT  :  This bill is keyed non-fiscal by the Legislative 
          Counsel. 

           COMMENTS  :  This bill is substantially the same as passed by the 
          Assembly.  The Senate amendments add the option for JPA 
          operating the 50th DAA, to contract its employees through the 
          50th DAA, thereby keeping them under their existing civil 
          service employment coverage.
