To the Members of the California State Assembly:

I am returning Assembly Bill 239 without my signature.

This bill would require the Department of Justice Crime Laboratory
Review Task Force to meet again and write another report about
creating a statewide oversight body.

This same group already met, examined the issue, and provided a
report.  I don't think we need a second report.
