           SUBJECT  :    Career technical education teacher salaries

           DIGEST  :    This bill deems, for holders of a designated 
          subjects career technical education (DSCTE) teaching 
          credential, three years of work experience in an industry 
          sector, as specified, to be the equivalent of a 
          baccalaureate degree and requires the holder of a DSCTE 
          credential to be placed on and advanced along a public 
          school employer's salary schedule in the same manner as a 
          teacher with a baccalaureate degree.  

           Senate Floor Amendments  of 6/18/12 delete the content of 
          the current version of the bill pertaining to state 
          highways 108 and 120, and amend Section 45028 of the 
          Education Code relating to the advancement of career 
          technical education teachers on the salary schedule of 
          public school employers.  

           ANALYSIS  :    Existing law requires each person employed by 
          a school district in a position requiring certification 
          qualifications, except a person employed in a position

          requiring administrative or supervisory credentials, to be 
          classified on the salary schedule on the basis of uniform 
          allowance for years of training and years of experience, 
          except as specified.

          This bill deems, for holders of a DSCTE teaching 
          credential, three years of work experience in an industry 
          sector, as specified, to be the equivalent of a 
          baccalaureate degree and requires the holder of a DSCTE 
          credential to be placed on and advanced along a public 
          school employer's salary schedule in the same manner as a 
          teacher with a baccalaureate degree.  

           Comments
           
          According to the author's office, "A serious problem exists 
          within local school districts statewide regarding ability 
          to provide equal pay for equal work with CTE/ROP teachers 
          vs. academic teachers.  Language in the Ed Code needs to be 
          adjusted to require/allow districts to treat CTE taechers 
          fairly.  CTC allows CTE teachers to teach students in our 
          classrooms just like an academic teacher; yet salary 
          schedules are unequal.  This is unfair and discriminatory.  
          Ed Code section 45028 (e) already addresses the provision 
          of incentives to teachers and recognizes relevant 
          professional experience on the salary schedule in lieu of 
          units and degrees or in lieu of teaching experience.  This 
          section needs to be expanded to clarify districts' ability 
          to provide equality in salary schedules."
