To the Members of the California State Assembly:

I am returning Assembly Bill 306 without my signature.

This bill requires the California Energy Commission to fund research
on "piezoelectric transducers" out of the Public Goods Charge.

The Legislature, by requiring the funding of this specific
technology, is bypassing the independent and careful process of the
Energy Commission.  I don't think that's a good idea.

I note that this bill-appropriating funds from the Public Good Charge
? received broad bipartisan support.  The legislation to authorize
this funding source unfortunately did not.
