SUMMARY
This bill requires the Department of Transportation (Caltrans)
to ensure that a group or committee organized to consult on
proposed changes to rules governing traffic devices and signs
include representatives from groups that represent the interests
bicyclists, pedestrians, and other nonmotorized users of streets
and highways.
FISCAL EFFECT
Minor, absorbable costs to Caltrans to add two or more members
to the California Traffic Control Devices Committee (CTCDC).
COMMENTS
1)Rationale. The author intends to ensure that the CTCDC
represents the interest of all road users.
2)Background. The CTCDC is the official advisory body to
Caltrans for traffic control devices, such as signs, lines and
markings. The CTCDC consists or representatives of the
California Highway Patrol, Caltrans, the League of California
Cities, the California State Association of Counties, the
automobile clubs of both northern and southern California. By
consulting with the committee, Caltrans fulfills its statutory
obligation to consult with local authorities in developing
standards for traffic control devices.
3)Support. This bill is supported by California Bicycle
Coalition (sponsor) and several other organization that
advocate for the concerns of cyclists, pedestrian and other

4)There is no registered opposition to this bill.
